Authority
Pursuant to the authority granted by RCW 28B.50.140(10), the board of
trustees of Shoreline Community College is granted authority to establish rules
and regulations for pedestrians, vehicular, and non-vehicular traffic on property
owned, operated and/or maintained by the college.

The enforcement of these parking and traffic
rules and regulations shall be the responsibility of the college
safety/security department.

College safety/security officers are authorized
to issue parking and traffic citations, impound or immobilize vehicles,
and regulate traffic and parking as prescribed in these rules and
regulations.

Any person interfering with a college
safety/security officer in the discharge of the provisions of these parking and
traffic rules and regulations shall be in violation of chapter 9A.76
RCW; Obstructing governmental operation and may be subject to arrest
by a peace officer under RCW9A.76.020

Failure to abide by these rules and regulations
by students may be considered to be a violation of the code of student
conduct.
General
Instructions
Parking permits must be displayed at all times. Your student parking permit allows you to park in
student parking lots on property leased, owned or managed by the college.
Students are asked to respect the surrounding neighborhoods by
parking only in designated parking areas. You can obtain a
daytime permit at the Cashier's Office of FOSS for $25 per quarter.
Evening parking (after 4 pm) permits are available for $10 per
quarter. Students can park in staff lots after 4pm with a
valid student permit.
Student may also park for $1 per day by stopping at the entrances of
the College to obtain a day pass.
Permits are not required for parking at the Lake Forest Park campus.
Location of the permit:
The permits are now
hanging
permits. They must hang from the rearview mirror
FACE OUT
with the number clearly showing. If someone does not have a rearview mirror,
they can either tape the permit to the window or place it on the dashboard.

Registered students and employees
are
not allowed to park in the visitor lot
at any time. This includes evening students, on-line students, and those
attending Lake Forest Park or other satellite campuses.

Appeals of Citations
Per Washington Administrative code 132G-116, all petitions of appeal
must be submitted in writing, on the appropriate form, within five
(5) working days of date of citations. (Appeal forms are in the
Safety/Security office in the 5000 Bldg., Room 5102 - Also in the
Student Lounge for "after hours" - room 5100)
Limits to Liability
The parking permit
licenses the holder (licensee) to park one automobile in a student parking lot.
The college hereby declares itself not responsible for fire, theft, damage or
loss of vehicle or any article left in it. All such risks are being assumed by
the licensee. Only a license to park is granted hereby and no bailment is
created.
If you lose your permit, you may purchase a
replacement at a charge equal to the original cost. If you find the original
permit within the same quarter, the Cashierıs Office will gladly give you a
refund equal to the cost of the second permit. If the missing permit is found on
another vehicle on college property, the owner of the vehicle may receive a
citation and/or the vehicle may be impounded.
Where to park? Refer to the map in the Quarterly
Class Schedule for parking areas marked student parking. Additional
shuttle parking is available behind Sears
Marketing Center on N. 160th St.
Monday through Friday - 8:00am to 5:30pm.
Impounding vehicles: The college has the
authority to impound or wheel-lock vehicles that violate parking regulations. (WAC
132G-116).
Permit Transferability
Parking permits are transferable. If you have to
drive another car, remove the permit and reattach it to the rearview mirror of
the new vehicle.
Signs to look for
The campus parking lots are divided into two key areas, Employee
parking, and Student parking. Within these two sections, the college also has
designated parking areas, such as Disabled parking, Visitor parking, Day Care
(20min), Motor Pool and Dental Hygiene parking. It is important for both staff
and students to pay close attention to these areas; they are strictly enforced.
Below are just a few examples of signs you will see
on our campus. Please pay close attention to regulatory signs and directions.

Parking Procedures
Regulatory signs and directions:
drivers of vehicle shall obey regulatory
signs and signs/traffic control devices at all times and shall
comply with directions given by safety/security officers in the
control and regulation of traffic and parking.
Speed: No vehicle shall be operated on the
campus at a speed in excess of 15 miles per hour or such lower speed
as is reasonable and prudent in the circumstances. No stopping,
parking or passing is allowed in the perimeter road at any time.
Traffic accidents: Persons involved in traffic
accidents on college property are encouraged to report the accident
to the college safety/security department. An officer may be
dispatched to file a report on the accident.
Traffic offenses: College safety/security
officers may issue citations for any traffic offenses which are
codified by the traffic laws of the state of Washington, traffic
code of King County or the policy of the college. Due to the severe
risk to public safety, traffic offenses do not require previous
warning prior to the issuance of a citation.
Designated and assigned parking: Vehicles shall
be parked on college property only in those areas set aside and
designated as parking areas. In any area requiring a special parking
permit, i.e. dental hygiene or cosmetology, no vehicle shall park
without said permit. Parking is allowed in marked spaces only.
Parking triangles, along roadways, or along parking lot curbing is
prohibited.
Illegal parking: No person shall stop, stand, or
park a vehicle at any place where official signs, curb, or pavement
markings prohibit parking, nor within fifteen feet of a fire hydrant
or ten feet of any building, nor at any place for which the vehicle
does not have a valid parking permit. Any vehicle not parked in a
marked/designated parking stall shall be considered illegally
parked.
Visitors Lot: Short-term (two hour parking),
intended for visitors to the campus, is available in the visitor
parking lot south of the 1000 building.
Students cannot park in the visitor lot
during any quarter for which they are registered.
All designated parking areas are
strictly enforced. Exceptions: Student vehicles displaying a valid
disabled placard/plate and a valid S.C.C. permit can park in
disabled spaces in the visitor lot.
Allocation of parking spaces: The parking spaces
available on college properties shall be assigned by the college
safety/security department in such a manner as will best meet the
objectives of these regulations. The safety/security department is
authorized to mark various parking areas on college property with
numbers or titles or by posting of signs, curb, pavement markings,
or traffic control devices.
Daily permits: Single day permits, valid the
date of issuance, are available for $1.00 from the dispensers at all
three entrances to Shoreline CC. These permits are valid for
student parking lots only.
Parking permits: All vehicles must have a valid
college parking permit, properly displayed, while parked on the
campus. Student permits are not valid in the Visitors Lot. Vehicles
parked in disabled person spaces must display a state-issued
disabled placard or license plate and a Shoreline CC parking permit
at all times.
Student parking spaces require a valid student
quarter permit or a single day permit, Monday through Friday from
6:00am to 10:00pm (the college campus is closed from 10:00 pm to
6:00am). Student quarterly permits are available at the Cashiers
Office in the 5000 building next to the registration area. Quarterly
daytime permits are $25.00 and are valid 6:00am to 10:00pm.
Quarterly evening permits are $10.00 and are valid after 4:00pm
only.
Purchase of a parking permit does NOT guarantee a
parking space. The responsibility for finding a legal
parking space rests with the operator of the vehicle. Lack of
space is not an excuse for illegal parking.
Bicycle and Motorcycle Parking
WAC 132G-116-205
Bicycle parking
Bicycles shall be parked in bicycle racks or other facilities
provided for that purpose. At no time shall a bicycle be parked in a
building, against a building, near a building exit, on a path or
sidewalk, nor chained or otherwise secured to trees, lamp standards,
or sign posts, nor parked in such a way as to obstruct access to any
college property or to endanger any pedestrian right of way. Any
bicycle found in violation of this section may be cited for illegal
parking and impounded by the college safety/security department
without warning. $25.00 fine

I HAVE A
MOTORCYCLE. WHERE DO I PARK? DO I
NEED A PERMIT?
You must park in the designated motorcycle parking areas. They are
located west of building 1700, near the stairway north of the 3000
building (gym). There is also a small motorcycle area near the
entrance of the visitor lot, and the lower level 2000 building
directly behind the smoke shelter. You do not need a permit, but if
you are parked in a space other than a motorcycle area, you will be
cited. $25.00 fine

Frequently Asked Questions
I RECEIVED A PARKING TICKET, WHAT OPTIONS DO I HAVE?
You have two options: you can pay the ticket at the
Cashier’s office in the 5000 building, or you can appeal the ticket
in the security office, room 5102. If you choose to appeal the
ticket, you must do it within five working days of receiving the
ticket. You need to bring in your yellow copy of the ticket and fill
out the form completely. Anyone who receives a ticket has the right
to appeal. No changes will be considered on any ticket without an
appeal form. The person filing the appeal will be responsible for
the amount of the citation unless the citation is suspended or
dismissed. It is the responsibility of the person filing the appeal
to check back with our office (in person or by phone) for the
results. We do not contact
you. Filing an appeal does
not guarantee the ticket will be reduced or suspended.
I HAVE A MOTORCYCLE. WHERE DO I PARK? DO I NEED A
PERMIT?
You must park in the designated motorcycle parking
areas. They are located west of building 1700 and near the stairway
north of the 3000 building (gym). There is also a small motorcycle
area near the entrance of the visitor lot. You do not need a permit,
but if you are parked in a space other than a motorcycle area, you
will be cited.
MY FRIEND AND I HAVE CLASSES IN THE SAME BUILDING AT
THE SAME TIME. CAN I PARK BEHIND HER? WE ARE NOT BLOCKING ANYONE.
No, you cannot park behind another car, even if
you know the other person nor have class at the same time. Other
people will see this and assume they can do the same because they
don’t know your specific situation. Before long, people will be
blocking in people they don’t know. This same rule applies to
staff/faculty. The only area where people have been given permission
to park like this is the staff area directly in front of the music
building.
I LEFT A NOTE ON MY DASH (OR $1.00 ON MY DASH) FOR
THE OFFICER. WHY DID I GET A TICKET?
A note or a dollar bill left on your dash does not
replace a valid permit. Valid permits are required on all vehicles
on campus at all times. Vehicles without permits will be cited. If
you have a special circumstance, you must come to the security
office to discuss it with an officer. Exceptions may be made on a
case-by case basis. Security personnel cannot accept money.
WHERE DO I BUY THE PERMITS?
Quarterly permits are purchased at the Cashier’s
Office in the FOSS building. Daily permits are purchased from the
vending machines at the three entrances to the campus (main, east,
and west). Each machine accepts dollar bills, dollar coins,
quarters, nickels and dimes.
WHAT DO I DO WITH THE PERMIT AFTER I PURCHASE ONE?
Quarterly permits are to hang from the rear view
mirror of your car facing out, so the number can be seen. Please
read the instruction sheet that accompanies your permit. Daily
permits must be displayed right side up on your dashboard
with the entire permit visible.
I LOST MY PERMIT. WHAT CAN I DO?
You must either purchase another quarterly permit or
buy a daily permit for $1.00 per day at one of the permit machines.
MY PERMIT WAS STOLEN. WHAT CAN I DO?
If your permit was stolen, you must file a report
with the security department. If your stolen pass is found on any
vehicle on campus, that vehicle will be wheel-locked and issued a
citation for illegal use of a stolen permit. To obtain another
permit, you must go to the office of the Vice President for Student
Services in the FOSS building.
I AM AN ONLINE STUDENT. CAN I PARK IN THE VISITOR’S
LOT?
No, if you are registered as a student during
the current quarter, even if you are only taking on-line courses,
you cannot park in the visitor’s lot. Students who do not have
quarterly permits must purchase a daily permit each time they come
to campus. Daily permits are only valid for student parking lots.
CAN I PARK IN STAFF LOTS?
Students can park in the staff lots with a valid
permit AFTER 4pm. Not before.
